UNITWIN is the abbreviation for the University Twining and Networking Programme. The UNITWIN programme was established in 1992 following the decision of UNESCO’s General Conference taken at its 26th session. This programme is established as a means to combat brain drain in the countries of the South by building university networks and encouraging inter-university cooperation through North-South and South-South transfer of knowledge. This programme aims to increase scientific capacities in developing countries and countries in transition within the framework of sustainable development.
The UNITWIN/UNESCO Chairs programme was conceived as a way to advance research, training and programme development in all of UNESCO’s fields of competence (Education, Natural Sciences, Social and Human Sciences, Culture and Communication and Information).
Main stakeholders include universities, research centres, scientific associations, foundations, governmental and non-governmental organizations, as well as the public and private sectors involved in higher education.
Twining universities pursue a variety of activities including research, speeches, meetings and conferences of national, regional and international scope, exchange programmes for university students and professors and training workshops. For university twining to happen at national and regional levels, universities in different countries (North-South and South-South), can have their proposals submitted to their National Commissions for UNESCO, where the proposals will be carefully considered and the grounds will be set for the required networking between universities.
The UNESCO Chairs programme operates within the framework of the UNESCO Chair and UNITWIN Programme. UNESCO chairs include national or regional organizations that pursue a single scientific cause. A UNESCO Chair can be established as a new educational or research unit within a university or research institute in higher education for a three-year period. Established Chairs should be composed of a Chair-holder and qualified scientific manager, researchers and specialist faculty members as well as university students, who would conduct research within the scope of the Chair’s action area. Additionally, a UNESCO Chair can be established within a university department to strengthen research and training in a certain branch of sciences. Institutions interested in establishing UNESCO Chairs in Iran must submit their written request and proposal to the Iranian National Commission for UNESCO.
Funding: Since no specific budget has been allocated to this purpose neither at Headquarters nor the Iranian National Commission for UNESCO, host institutions should cover all relevant expenses. Financial aid can be sought from national, regional and international organizations as well as specialised UN agencies (UNICEF, UNDP), the World Bank, NGOs and UNESCO’s Participation Programme.
